Regulation on “Promotion and reward for the donors and sponsors of the Great anniversary” Appendix to the resolution No … of 2005, Board of Directors of “Great Mongol-800” Foundation 1. Preamble This regulation will be pursued to promote and reward the individuals and organizations who provided the financial support to the Fund to finance the planned activities of the National Committee. 2. Terms 2.1. Donor is the individuals and organizations who donated cash or other financial assistance to the activities of the National Committee on the occasion of the 800th anniversary of the Great Mongol State. 2.2. Broker is the individual who brings the donation except the members of the National Committee, working group of the National Committee and staff of the Foundation. 2.3. Officials are the people who are the members of the National Committee, staff of the working group and Foundation and government specialsts, working with them, and others, appointed by the resolution of the National Committee and order of the Head and Deputy head of the Committee. 2.4. Organisers are the individuals, companies and organizations who are organizing the planned activities of the anniversary in whole or part. 2.5. Planned activities are activities stated on the approved plan of the National Committee in organizing the celebration of the 800th anniversary of the Great Mongol State. 3. Donor 3.1. Donor can donate cash or other financial support for the specific planned activities of the National Committee or the whole activities in general. 3.2. Donor can donate directly to the account of the Foundation, organiser’s account or fundraisers account by stating it to the Foundation. 3.3. Donor can hise his or her identity and donor shall request it from the Executing Office of the Foundation. Also donor can use nkickname in order to monitor his or her donation usage. The request receiving individual and organization shall bear responsibility for maintaining the secret of the donor information. 3.4. Donor can donate under the name of somebody else in order to memorize him or her. 3.5. Donor shall inform about his donation use, size and type to the Great Mongol-800 Foundation via official letter, fax and ordinary letter or e-mail. Also, verbal promise of donation in front of the public will be reminded by the meeting minute. 3.6. Based on donation, confirmation letter, bank statement and the provision 3.5 of this regulation about the correspondence, Great Mongol-800 Foundation will register all donors and donations giving number for each. 3.7. If a donor donated repeatedly in more than one activity, number of the donation and donation size will be accumulated and reward and promotion will be reflective to the accumulated size. 3.8. During the anniversary, the donors will be announced through the media and the activity to reward and promote the donors will be held in the 4th quarter of 2006. 4. Broker 4.1. The brokers will be divided into three categories: broker of the direct donation, fundraising broker and broker of the indirect donation, depending upon the way of tracting the donation and result. 4.2. The broker who brought cash payment, paid directly to the account of the Foundation, will be regarded as the broker of the direct donation. 4.3. The broker who collected the fund from more than two donors and transferred them into the Foundation account will be regarded as the Fundraising broker. 4.4. The broker who brought the service and products to be donated to the activity will be regarded as the Broker of the indirect donation. Also one who brought cash payment to the organizer’s account will be regarded as the broker of the indirect donation. 4.5. There will be one donor for one donation. 4.6. Deals and brokers will be registered and numbered based upon the following documents: А) Correspondence with the direct donor and a letter of mutual understanding and the bank statement of the cash payment. B) A letter of interest in fundraising for the planned activity, previous fundraising record, the documents to show that the raised fund is transferred to the Foundation account, other documents, necessary in registering each donors involved in the fundraising activity. C) Correspondence with the indirect donors or a letter of mutual understanding and documents of confirming the indirect donation. D) If broker received the donation from the donor who wants to hide his or her identity in his or her account, he or she shall write to the Foundation and attach the supporting documents of the donation. 4.7. Any officials who involved in the brokerage activities stated in the provision 4.1, he or she must report his involvement and importance to the Foundation in written form supported by the relevant correspondence and minute and a letter of the mutual understanding. If he or she brought the donation alone, he or she shall provide the same documents as stated in the provision 4.1 and be registered into the registration. 4.8 Announcing the broker through the media will be subject to his or her own will. Within one month, after registering the broker, he or she will receive a notification and shall sign on the document that he or she is willing or not willing to receive the reward and promotion for his or her action. The broker who confirmed his willingness to receive the reward or promotion shall receive the reward immediately. 5. Reward and promotion 5.1. Name of the donors of the specific activities shall be stated in the official brochures, documents, media coverage and news report and the following reward and promotion will be provided to the donor depending upon his or her donation size, time and importance: а) To insert donor’s name in the “Great Mongol 800 Anniversary Book”, published by the National Committee b) To nominate for the State orders c) To grant a diploma bearing the signature of the Executive director of the Foundation. d) To eternalize name of the donor on the building and in the “Museum of the State History” /if the donation size is over 10 million tugrugs/ e) To grant a certificate bearing the signature of the Head of the National Committee and Medallion /if the donation size is over 10 million tugrugs/ 5.2. Brokers shall receive the following rewards and promotions: а) If brought the big amount of cash payment and indirect donation, the individuals and organizations will be inserted into the “The Honourable Book of the Great Anniversary” according to their registration date. b) Brokers who brought cash payment as the donation and confirmed his involvement in it shall receive the 10% of the income. In doing so, several brokers considered as one. c) If an official brought cash payment alone, he or she entitled to receive the 10% of the income. 6. Inserting the information of the dondors and brokers in the “Great Mongol 800 Anniversary Book” 6.1. The donors’ information will be listed as follows, in accordance with the donation date, in the “Great Mongol 800 Anniversary Book”, to be published in the first quarter of 2007 and in Mongolian and English. а) Full name of the individual or organization and donation devotion, who donated up to 50,000 tugrugs. b) Full name of the individual or organization and donation size and devotion, who donated from 50,001 to 100,000 tugrugs. c) Full name of the individual or organization, donation size and devotion and message of a donor in 15 words, who donated from 100,001 to 500,000 tugrugs. d) Full name of the individual or organization, donation size and devotion and message of a donor in 15 words, who donated 500,001- 1 tugrugs e) Full name of the individual or organization, donation size and devotion and free message of a donor in 100 words, who donated from 1,000,001 to 5 million tugrugs. f) Full name of the individual or organization, donation size and devotion, the letter of a donor with 100 words and signature and comments of one of the brokers, organizers or participants of the activity, sponsored by donation about the donor in 100 words, who donated from 5,000,001 to 10 million tugrugs. g) Full name of the individual or organization, donation size and devotion, the brief biography or history of the donor, the letter of a donor with 200 words and signature and comments of the brokers, organizers or participants of the activity, sponsored by donation about the donor in 800 words, who donated from 10,000,001 to 50 million tugrugs. i) Full name of the individual or organization, donation size and devotion, the brief biography or history of a donor, the letter of a donor with 300 words, signature (if an organization, director’s signature) and photo or logo (if an organization) and comments of the brokers, organizers or participants of the activity about the donor in 900 words, sponsored by donation, who donated from 50,000,001 to 100 million tugrugs. j) Full name of the individual or organization, donation size and devotion, the brief biography or history of a donor, the letter of a donor with 400 words, signature (if an organization, director’s signature) and photo or logo (if an organization) and comments of the brokers, organizers or participants of the activity about the donor in 1200 words, sponsored by donation, who donated over 100 million tugrugs. k) Information of donors who want to hide their identity will be inserted into the book as attached. 6.2. The information about brokers in the “Great Mongol 800 Anniversary Book” will follow the donor’s chapter. The broker will decide whether they like to be informed in the book or not and the information will be listed in accordance with the registration date of the brokers. The name of brokers who brought upto 10 million tugrugs will not be listed in the book. 7. Registration Committee 7.1. The Executive Director of the Great Mongol 800 Foundation shall establish the registration committee with three members and appoint its head by signing a contract with him or her, to be approved by the Deputy Head of the Board of Directors of the Foundation. 7.2. The Registration Committee is in charge of registering the donors, donation, brokerage and brokers. The Committee shall examine the genuiness and completion of the documents that will be provided and give registration number for all of them. 7.3 The Registration Committee shall inform the donors and brokers about the registration status and other relevant information about their donation. It also shall receive the necessary information and documents for granting reward and promotion for them according to the form. 7.4. The Registration Committee shall set the size of the cash reward to the brokers and officials. 7.5. The Registration Committee shall collect the information for the “Great Mongol 800 Anniversary Book” 7.6. The Registration Committee shall operate open to the public and issue news report monthly. 8. Use of fund and report 8.1. The cash and product, material donation, received by the Foundation, shall be used for financing the activities of the planned activities of the Great Anniversary. 8.2 If a donor donates in foreign currency, its amount will automatically converts into USD and the exchange rate for one US dollar will be 1000 tugrugs. 8.3. If a donor wil not state the devotion of the donation, the donation will be registered as in general purpose and be used for the activities of the most priority. 8.4. If a donor will state the devotion of the donation, the donation will be used only for that purpose. If the stated activity has sufficient fund for the operation, remaining or exceeding fund will be in use of general purpose. 8.5 A quarterly auditing will be conducted by the professional organization and its report will be open to the public. 8.6. The donation income will be examined before the use and if it came through the brokerage, the Foundation will keep 10% of the amount for the reward and promotion purpose. 8.7. The order to use of fund for the rewarding the brokers will be made by the Executive Director of the Foundation, based on the proposals made by the registration committee. 8.8 Report on components of financing the activity and use of fund shall be prepared by the organizer and be submitted to the Foundation within a month after completion. The organizer shall receive the report form from the Foundation. 8.9 Financial officer of the Foundation shall prepare the Financial Report of the Foundation within the first quarter of 2007 and the report shall be approved by the Executive Director of the Foundation. 8.10. The Financial Report of the Foundation shall be discussed by the Board of Directors meeting within April 2007 and will be published for the public.
