Introduction

Brief introduction of the activity of the National Committee to organize the 800th anniversary of the establishment of the Great Mongol State.

The President of Mongolia, through his decree No 118 of May 11 2001, directed the Government to organize the celebration of the 840th anniversary of Chinggis Khaan in 2002 and the 800th anniversary of establishment of the Great Mongol State.

In order to implement the decree, the Government of Mongolia made two resolutions; No 112 in 2001 and No 19 in 2005. In the resolution, the National Committee to organize the celebration activities is established with its members and headed by the Prime Minister. 

The National Committee has 19 members, consists of Cabinet Members, several aimag and capital city governors, deputy ministers and some other officials, and 7 working divisions; Creation and Construction, Information dissemination and Advertising, Academy and research, Arts and art works, Preparatory for the Anniversary, Tourism and Budget and Finance. The work of the National Committee is settled and it resolved certain issues during its 9 meeting in 2005.

The General United Plan for the activities and actions in the framework of the Anniversary celebration was adopted during the meeting of July 5 2005 and it was updated four times upon the comments from public. The General United Plan has six chapters; Creation and Construction, Information dissemination and Advertising, Rising and delivering History, Tradition and Culture awareness, Culture, artistic work and show, Naadam celebration and Ceremonial activities, Toursim arrangement, and about 140 activities are planned in total.

In order to inform and advertise notable activities of the anniversary to the public, the Calendar of year 2006, with chronical list of activities, was printed and the all activities of 2006, to be presented for you, is divided into 2 sub-categories: stated and not-stated in the Calendar (plese find as attached to the introduction).
We are planning to celebrate the anniversary throughout whole year, not limiting into a certain date or few days. Hence, the resolution of the Government was made to decare the year 2006 as the anniversary year.
The activities of the National Committee are, as shown in its sub categories, briefly introduced as follows:

One. Within the framework of Creation and Construction activities

One of the major activities, in the framework of activities of the 800th anniversary of the Great Mongol State, was the construction of the complex, called “Ceremonial and Memorial Palace of Chinggis Khaan and shrine of the ancestors”, and the Symbolic Statue of “Mongol State Stamp”, initially proposed by the National Committee and supported by the Cabinet Meeting.

The complex will be built as extention to the Government House in front end and the Statue will be raised together with the Monument for the Mongol Script in the garden, at the backside of the House. The ceremony to launch the construction of the “Ceremonial and Memorial Palace of Chinggis Khaan and shrine of the ancestors” was organized in October 6 2005. But due to the request from the admistration of the President to add President’s and his administration office into the complex, the project draft was changed and renewed. The construction of the basement is being carried out at the moment.

The complex is the 5 storey building with 64 columns and at the center of the complex, there will be ceremonial and honour hall of the State together with nine-legged flag of the State, The precious copy of the Secret History of Mongolia, Great Yasa of Ikh Hurildai of 1206 (existing all remainings), Legal documents, which were printed on the golden plates, of the Mongol State, established by the Decree, of 1911 and the originals of the constitutions, 1924, 1940, 1960 and 1992. Major ceremonial and honoured activities will be held in this hall such as oath giving of the President and other higher officials and receiving foreign high officials and visitors.

Also in the first floor of the complex, there will be Museum of the State History and exhibits such as relics and documents starting from Hun State and map of the Mongol Empire of Chinggis Khaan; will be shown in modern way of museum arrangement.  In connection with it, the opportunites to temporarily borrow the exhibits of foreign countries and make copies of the exhibits, related to the history of Mongolia, are being studied. The negotiations to make exhibit exchange with foreign museums are also the crucial issue along with borrowing exhibits.

The policy to create the Museum of the State History and Ceremonial and Honour Palace was developed by the well known and eminent scientists and scholars and was approved by the meeting of the National Committee. /Documents and materials, related to the project draft are attached/
Also the office of the President and his administration office will be located in the new complex.

We Mongolians, the descendants of Chinggis Khaan, decided to build his statue as seated on his Khaan’s seat in front of the Government House and it is true that no other countries claims the right to place Chinggis Khan in front of its Government House, except Mongolia. Statue of Chinggis Khaan will 8 metres tall and in his both sides, there will be the statues of Ugudei and Kublai Khaan together with two horsemen, decided by the National Committee and 30% of its construction work is done so far.

The issue to transfer the burials of Kh.Choibalsan, D.Sukhbaatar and J.Sambuu to Altan-Ulgii, due to the construction work of the “Ceremonial and Memorial Palace of Chinggis Khaan and shrine of the ancestors”, and the Symbolic Statue of “Mongol State Stamp” was decided after the discussion of the Cabinet Meeting and State Great Khural and work to transfer was, according to the procedure of customs of state and religion, conducted with special planning and high performance. The transferring work is covered by video recording and “Mongolkino” cooperative had conducted documentary shooting and its documentary is done for the public.

Within the framework of this activity, cemetery “Altan Ulgii”, located in the territory of Bayangol district, has become under the special care of the State and 24 hour guarding service. Moreover, the decision is made to guard the cemetery as of being the Heritage of the National Culture. 

 Also, the cemetery at the Altan Ulgii is changed to become the national memorial cemetery and it was renovated and refurbished according to the world standard. A book called “Altan Ulgii” was complied and published, after investigating 74 people who were buried in the section “A” and their children and descendants. 

In 2004, the President of Mongolia made a decree, giving direction to the Government, to respect and protect the Secret History of Mongolia, create its precious copy, decorated with pure gold and silver, and place it in the Government House. According to the decree, the precious copy of “Secret History of Mongolia”, to be placed in the “State Ceremonial and Honour Hall” is nearly completed. In order to create the precious copy, Chinese text is translated into old Mongolian and its design will be the template of a book of Chioji-Odser, printed in 1312 and it will be created with precious minerals and hard rock and wood of Mongolia, by the contemporary artists of Mongolia. The deed to create and place the precious copy of the “Secret History of Mongolia” will be our contribution to the State and Cultural History of Mongolia and eternally respected deed. /please find the related documents and files as attached /

Three teams of the most eminent scholars and scientist, studying the exhibits to be placed in the complex and the Museum of the State History, were established by the resolution of the Head of the national Committee and the works of investigating, studying, compiling and copying the relics, manuscripts and findings, related to the History of Mongolia, are successfully conducted. Also the complete golden family tree of the Mongol Khaans is compiled and written. 

Agreements, negotiations, notes and documents in the Central Archive of the National History are counted and it totaled over 500. 137 documentaries from the Central Archive of the National History were selected to be shown in the complex and 115 film news were selected to be copied among others which were shown monthly since 1954. Over 1000 photos were selected for the Historical photo albium of since 1900. According to the decree No 66 of 2005, made by the President of Mongolia, to celebrate the 785the anniversary of Kharhorum city, the ancient capital of Mongolia, in September 2005, “Sombot Monument” was raised in the Kharhorin, Uvurkhangai aimag, on the occasion of the 800th anniversary of the Great Mongol State, the 785th anniversary of Kharhorin and the 370th anniversary of Zanabazar Gombodorj, well known and eminent statesman, religious leader and artist.

One of the major works of construction within the framework of the anniversary was to build “the Complex of Great Khaans” in the ancient Capital of Mongolia, Kharhorin. The tender bid of project darft of the complex was announced for the domestic professional companies and organizations and artists and six project drafts were received in total for the tender bid. No project draft met with the requirement of the bid and the ganizers decided to re-announce the international contest for the project darft of the complex during the launching ceremony in August next year.

The plan and project of restoration work of the Chinggis Khaan Statue and Monument for the Secret History of Mongolia in the territory of Dadal soum, Hentii aimag, are prepared after evaluation, conducted by the specialists and experts. The fountain is planned to be built, organized by Ulaanbaatar city council with active involvement of companies, at the center of the garden, located in front of the Sukhbaatar Square.
